Terra Noctis leads iPhone Games of the Week (Appolicious)

The holiday week has seen a freeze on adding new games to the iTunes App Store, but there are still plenty of great ones floating around. Leading this week?s charge is Terra Noctis, a side-scrolling platforming game that will remind players of the greats in the genre. Check it out, and four other quality titles, below.

A retro platformer with a great art style, Terra Noctis looks great and will remind you of the 2-D side-scrolling platformers of years past. The game?s touch controls are pretty solid on iOS, and there?s plenty of content to go around including hours of gameplay and massive boss fights. Terra Noctis does an admirable job of invoking classic games in the genre while adding a little something new to the equation. It looks and sounds great and includes support for achievements and leaderboards from Open Feint, as well as support for iCade.

Space is filled with valuable fuels, but powerful gravity wells created by huge asteroids make it impossible for spaceships to retrieve them. That?s where you and your remote-controlled probes come in. You?ll need to control your probe by firing its thrusters and using the gravity of asteroids to navigate each level. It?s your goal to grab the crystals and get out as fast as you can and with as little maneuvering as you can manage. The faster you go and the less fuel you use, the higher your score. It?s a pretty difficult game, but Gravity Rocks also requires some serious skills, which will appeal to players with a penchant for punishment.

A 3-D platformer, Crazy Hedgy looks a lot like console classics Crash Bandicoot or Sonic the Hedgehog, with a similar playing style. The main character is even a hedgehog himself, but instead of running around, Hedgy the Hedgehog chooses to roll, and you control him using your iOS device?s internal gyroscope. Tilting your device directs Hedgy around the screen, where you?ll need to snag gems to upgrade your abilities and fight off enemies. The game looks great, it?s optimized for newer iOS devices and its developers say Crazy Hedgy includes 10 or more hours of gameplay.

Great graphics and a challenging style mark Wind Up Robots, a base-defense strategy game that bucks the usual setup. The game?s controls are pretty simplistic. You choose which robots will be in your defense force at the beginning of each level, and then you deploy them as necessary. The idea is to defend your charge: a sleeping boy assaulted by nightmares. The nightmares fly across the level towards the boy with your robots standing in between, and you control them by tapping them and giving them orders on where to go. The robots do the rest, but the real strategy of the game is in choosing your forces, directing them in anticipation of enemies, and changing them out with other robots to keep them alive. Wind Up Robots looks good and offers plenty of challenge.

The latest of Telltale Games? licensed point-and-click adventure games takes on the iconic police/prosecutor drama, putting players in a story that includes appearances by tons of cast members from Law & Order. The first episode is a little straightforward, but it?s hard to argue with the quality of Telltale?s titles or with the production values found in this game. You?ll need to purchase future episodes through in-app purchases as they come out each month, but if you?re a fan of the Law & Order TV show, this is a fun way to get into the action in a new and different way.

President Plays 90 Rounds of Golf: Another Historic Obama First!

Our history-making president has done it again! Barack Obama has played 90 rounds of golf during his three years in office, something observers say is an historic first for any president. Keith Koffler of the White House Dossier reports:

That?s about three months of golf, given that the excursions generally take about five hours ? much of the useful portion of the day.

What?s more, it?s the 32nd time he?s been on the links this year, a record for the president. His 32 outings eclipses the 2010 mark of 30 and is far ahead of his 2009 tally of 28 rounds as president.

Obama broke the record during his Hawaiian vacation.

Add this to the U.S. credit downgrade, poverty reaching a new high, and two lesbians giving a Navy ?first kiss? as another historic Obama first!

Build your own CyanogenMod ROM, no experience necessary

If you've ever wanted to build a ROM yourself from scratch and happen to love CyanogenMod, there's a new tool that you might want to have a look at -- the CyanogenMod compiler.  What it does is build CM for your phone, without you having to do anything more than enter a number or two.  Once you set up your computer (the instructions even cover that part), you can download a set of scripts that do all the hard work for you.  When it's all said and done, you'll have a nice little package you can flash via recovery, and have your own home-brewed CyanogenMod.

And that might not be a good thing.  What you have will be no different than the latest nightly build, except that you had to spend time doing it yourself, and won't get any help from the CM team when things foul up.  Building from scratch is fun, there's no doubt about it, but this isn't just a one-click rooter tool -- it's going to take a long (as in loooooooooong) time to give you something you could have just downloaded more quickly in the first place. 

Anyways, if you used a one-click rooter, then flashed a recovery in one click through ROM Manager, you now have a one-click (almost) ROM builder.  It does happen to be great work, and lithid did a hell of a job with it.  I'm just afraid of what you guys (and gals) will break with this one.  Now that I'm done with the grandfatherly advice being the old curmudgeon, hit the source link to have a look -- and stay off my lawn!

What was the most shocking TV death of year?

Ned Stark's death will reverberate through upcoming seasons of "Game of Thrones."

This year on TV, anyone could die at any time. (Warning: Lots of spoilers for TV shows that aired in 2011 ahead. And double warning: Some of the video clips are quite graphic.)

When we look back at the big moments on scripted television this year, many of them involve characters dying suddenly and shockingly.

Those who followed "Game of Thrones" not just on HBO, but via George R.R. Martin's books, knew this already. Even the most beloved characters aren't safe in the cruel world of Westeros.

One of the most shocking deaths, which has strong reverberations through all the books to come, happened this year on the series' first season. Ned Stark, loyal fighter and beloved father and husband, loses his head under the order of cruel, creepy kid king Joffrey Baratheon.

But there were plenty of other disturbing deaths on the small screen. Here are just a few, in no particular order.

1) Charlie Harper on "Two and a Half Men." He died offscreen, but it sounds like a bloody affair. According to his eyewitness and possible murderer, when hit by a Paris subway, his body exploded "like a balloon full of meat." But it couldn't have been as bloody as the offscreen drama involving Harper's portrayer, Charlie Sheen, who was replaced by Ashton Kutcher.

2) Kemal Pamuk on "Downton Abbey." All hail the writers of this juicy, sudsy British costume drama. The handsome Turkish attache was only in one episode, but he managed to threaten to blackmail a gay footman, sneak into eldest daughter Mary's room and convince her to give up her virginity, then die during the act. He's gone, but the drama he stirred up lives on. (The death, and the lengths Mary and her mother must go to to hide it, is reportedly based on a true story.)

3) Gus Fring, "Breaking Bad." No death was more visually shocking. The tables were turned on the drug king when Hector suicide-bombed his own wheelchair while Gus was in his hospital room. But even if you knew nothing about the show and what this meant for the plot, you had to gasp when Gus emerged from the room seemingly fine, then revealed that exactly half of his face was a melted hole.

4) Sophia Peletier, "Walking Dead." Once Sophia ran off into Zombieland, she became a bit of a plot joke. The hunt for her kept the characters trapped at Hershel's farm much longer than many viewers would have liked. And those who read the "Walking Dead"?graphic novels?may have assumed she was going to be fine on the TV series, as she remains in the comics. (In fact, according to the "Talking Dead" show, the crew shot the scene two different ways -- once with Sophia alive and emerging from the barn?healthy, and the second where she comes out as a zombie.) It's always hard to see a child die, but give "WD" credit, they stayed true to the nightmare of their setting. Zombies don't ask for age verification before they infect their victims.

We're not even going to pretend to list all the TV deaths this year. (Entertainment Weekly's list also includes deaths on "Big Love," "Boardwalk Empire," "American Horror Story" and more.)

Cuban MBAs? A Spanish School Hopes to Train Havana's Future Moguls (Time.com)

(HAVANA) -- Even before Cuba began cracking its doors open to capitalism, Paulino Garcia always displayed an entrepreneurial spirit. He spent two years at a university in the Soviet Union before returning to his native Cuba to continue his law studies at the University of Havana. After working for a firm called Climex, Garcia eventually managed to open his own restaurant in 1996, thanks to a new law introduced that allowed people to work for themselves.

"I built it from nothing, and with a lot of sacrifice," Garcia says. "I really wanted to have my own restaurant."

When Cardinal Jaime Ortega Alamino told Jos? Luis Mendoza, the president of the Catholic University (UCAM) in Murcia, Spain, that all of the administrators and owners of small businesses in Cuba needed to go to business school, he was thinking about people like Garcia. At the end of 2010, Raul Castro's government changed the rules and opened up the economy to a small amount of private business. In November, it announced that barber shops and small cafeterias would become private, and that he would allow an expansion in the number of small restaurants like Garcia's. Now people are starting to realize that running a business requires more than just intuition and common sense.

"The cardinal was reflecting on this need, and our president offered to help fill it," says Gonzalo Wandosell, the vice-dean at the Business Management School at UCAM.

The classes began on Sept. 26 in a symbolic building: the old seminary of San Carlos and San Ambrosio, founded in 1689 and home to the Cultural Center of Father Felix Varela. Wandosell indicated that the 45 founding students come from both state-run companies and private companies, and that there is no requirement for students to be Catholic. "They are engineers, lawyers and economists."

The Church's role in the new MBA program has been substantial. Since 1959, the Cuban clergy has been enemy No. 1 of the revolution, although the Church-state relationship has improved substantially since then, especially after Pope John Paul II's 1998 visit. On the other hand, the financing for the project has come from a Spanish university, the colonial power up until 1898, which many Cubans still refer to as the Motherland. The connections between the two countries didn't chill in the wake of the Communist revolution, with Spanish investment in Cuba still strong today.

In contrast to the costly programs in other countries, the Cuban MBA is free for students, with the costs covered by the University and donations from businesses in Murcia.

According to Wandosell, the Spaniards are taking care of the instructors' salaries and travel expenses, while the Church "supplies the buildings and coordinates with local instructors," as their director, father Yosvani Carvajal, said.

It isn't the first program of its type attempted Cuba. The Argentinian Business School ADEN tried it first, and was followed by a series of other high-profile trials and failures.

The innovation in the UCAM program is that it is the only one directed exclusively towards entrepreneurs and sole proprietors. That is not the case at the MBA program at the University of Havana, where students must be employed by an official state business to be accepted. Not Recognized at Home
Majel Reyes Quesada, an MBA student with a Bachelor's degree in English, said he had practical reasons for wanting to do the program. "I see myself doing something in the future, with the possible new economic opening," he said. "Maybe I'll create a small business."

This is a typical student profile, and it can explain the pragmatic character of the curriculum. "In Spain we would call it professional master's degree," explains Wandosell. "It offers advanced training in business management, but is very orientated toward small and very small businesses and cooperatives, which are the type of enterprises that are being started in Cuba."

In spite of the recent reforms, there are still substantial obstacles for potential entrepreneurs on the island nation. On the one hand, the list of authorized activities precludes Cubans from opening businesses likely to grow large. For example, a book-repair shop is ok, but a publishing house is not. An artisan bricklayer can open his or her own business, but not a construction company. No such company can open while Cuba's constitution specifies that "the economic system is based on socialist principles." (See "Cuba?s Communist Codgers Keep Control.")

In addition, there is no credit or micro-credit system. Without any access to start-up funds, entrepreneurship opportunities remain limited; and finding funding can be a major obstacle even for people with family abroad. And although the Communist Party passed a resolution during their most recent congress to liberalize the wholesale markets, the reforms have yet to be implemented.

Is this the back door to Cuba's capitalist tradition? Father Carvajal offers the Church's non-ideological position: "It is for Cuba's benefit. The graduates are for Cuba."

At the end of their program, the MBA students will have a degree recognized in the European Union, but not in their own country. The Education Ministry will not officially sanction the program until it is paired with a Cuban university.

Regretting Purchase When I saw the price of the Pandigital SuperNova 8", it was really hard to pass up. It seemed at the time and description that it was just what I was looking for. It wasn't. First of all, the casing is made of plastic, as well as the touch screen, this gives it a real cheap feel. The buttons, although well secured, feel like they could fall out at any minute. Performance is slow, and on some programs tends to hang. Doesn't come with many apps, and market androids apps are not compatible, there is a site that offers, but they are terrible. It can't play Netflix, many YouTube videos, but seems to be ok on music. There is more, but I'll stop there, it's a value, just not a good one. I should have just saved my money and purchased an I Pad or Kindle Fire. 12/17/2011

Love it It is not an ipad but it works fine for me. I purchased for my 5yr for christmas but i can't put it down. It is fast and faster when you upgrade the software. You can download the getjar app to find plenty of free apps and you could even download apps from amazon. It plays youtube fine for me and it does everything it says it will do. It is very responsive to the touch and downloading is fast depending on your internet service provider. I would buy another one over an ipad any day 12/19/2011

Samsung ?investigating? ways to get Android 4.0 on Galaxy Tab, Galaxy S

Bummed-out Samsung Galaxy S smartphone and Galaxy Tab owners may still have hope of their devices getting updated with the latest version of Google?s Android platform.

According to a report from The Verge, Samsung might be reversing its position on not offering Android 4.0 Ice Cream Sandwich on its Galaxy-branded devices. The South Korean device maker ? the most popular smartphone maker in the world and the leader in Android?s stable, as well ? drew a lot of fire from upset customers when it previously announced it wouldn?t make the latest version of Android available on some of its flagship devices.

Google?s announcement of Ice Cream Sandwich, the latest and greatest version of its operating system, also came with the announcement of the Galaxy Nexus, a Google-branded Samsung phone that was the first to carry the software. The announcement of both the operating system and the device were pretty impressive, so it?s understandable that loyal Samsung customers who already have Samsung devices and aren?t ready to upgrade might be upset that it seemed the company was leaving them out in the cold.

Things were made slightly worse when Samsung announced the reasoning behind why it wouldn?t be pushing ICS to its Galaxy line of devices. The trouble, according to Ars Technica?s report, was that the devices didn?t have the RAM and ROM necessary to support both ICS and Samsung?s TouchWiz interface software. The company said there just wasn?t the memory available to run both programs at once, but it seems that was a weak explanation in the eyes of many customers who likely could care less about TouchWiz, but who definitely want ICS on their devices.

But the good news, it seems, is that there?s no fundamental incompatibility between ICS and the Galaxy line of Samsung?s devices. The customer feedback has prompted the company to ?reevaluate? whether it could push ICS to those devices. Samsung may or may not actually come up with a solution, though, and there?s speculation that this could mean a less well-integrated and less customized version of ICS will have to be made available for Galaxy device owners as a compromise. There?s also the trouble of whether carriers will support Samsung?s solution, should it find one, another aspect that?s up in the air and determined on a case-by-case basis.

There?s at least a victory here for users who were upset about not receiving ICS, and that?s the fact that their complaints didn?t fall on deaf ears. Samsung has a pretty good track record of responding to its customers when they get loud enough, and in the case of Ice Cream Sandwich, people have been pretty loud. We?ll have to see if those same customers are satisfied by whatever Samsung comes up with as a solution.

(AP) ? Japan's response to the nuclear crisis that followed the March 11 tsunami was confused and riddled with problems, including an erroneous assumption an emergency cooling system was working and a delay in disclosing dangerous radiation leaks, a report revealed Monday.

The disturbing picture of harried and bumbling workers and government officials scrambling to respond to the problems at Fukushima Dai-ichi nuclear power plant was depicted in the report detailing a government investigation.

The 507-page interim report, compiled by interviewing more than 400 people, including utility workers and government officials, found authorities had grossly underestimated tsunami risks, assuming the highest wave would be 6 meters (20 feet). The tsunami hit at more than double those levels.

The report criticized the use of the term "soteigai," meaning "outside our imagination," which it said implied authorities were shirking responsibility for what had happened. It said by labeling the events as beyond what could have been expected, officials had invited public distrust.

"This accident has taught us an important lesson on how we must be ready for soteigai," it said.

The report, set to be finished by mid-2012, found workers at Tokyo Electric Power Co., the utility that ran Fukushima Dai-ichi, were untrained to handle emergencies like the power shutdown that struck when the tsunami destroyed backup generators ? setting off the world's worst nuclear disaster since Chernobyl.

There was no clear manual to follow, and the workers failed to communicate, not only with the government but also among themselves, it said.

Finding alternative ways to bring sorely needed water to the reactors was delayed for hours because of the mishandling of an emergency cooling system, the report said. Workers assumed the system was working, despite several warning signs it had failed and was sending the nuclear core into meltdown.

The report acknowledged that even if the system had kicked in properly, the tsunami damage may have been so great that meltdowns would have happened anyway.

But a better response might have reduced the core damage, radiation leaks and the hydrogen explosions that followed at two reactors and sent plumes of radiation into the air, according to the report.

Sadder still was how the government dallied in relaying information to the public, such as using evasive language to avoid admitting serious meltdowns at the reactors, the report said.

The government also delayed disclosure of radiation data in the area, unnecessarily exposing entire towns to radiation when they could have evacuated, the report found.

The government recommended changes so utilities will respond properly to serious accidents.

It recommended separating the nuclear regulators from the unit that promotes atomic energy, echoing frequent criticism since the disaster.

Japan's nuclear regulators were in the same ministry that promotes the industry, but they are being moved to the environment ministry next year to ensure more independence.

The report did not advocate a move away from nuclear power but recommended adding more knowledgeable experts, including those who would have been able to assess tsunami risks, and laying out an adequate response plan to what it called "a severe accident."

The report acknowledged people were still living in fear of radiation spewed into the air and water, as well as radiation in the food they eat. Thousands have been forced to evacuate and have suffered monetary damage from radiation contamination, it said.

"The nuclear disaster is far from over," the report said.

The earthquake and tsunami left 20,000 people dead or missing.

Sony Ericsson Trademarks ?Xperia Ion? Name

Sony Ericsson has filed a trademark for Xperia Ion, a name that could eventually find its way to the recently uncovered LT28at smartphone. ?The trademark, which was filed on December 13th, is associated with a serial number of 85493863.

The Sony Ericsson LT28at looks to be the manufacturer?s flagship device of 2012 with a 4.55-inch 720p display and 13MP camera. The Xperia Ion name has not been definitively linked with the LT28at, but it is safe to assume we might see a device appear under the branding at CES 2012. Sony is set to kick off their week of gadgety goodness on Monday, January 9th with a special presentation for show attendees.

France to pay for breast implant removal over cancer fear

Paris (CNN) -- The French government will pay for tens of thousands of women to have silicone breast implants removed over concerns about a possible link to a rare form of cancer, the Ministry of Health said Wednesday.

French health authorities are due to make a recommendation Friday about whether women with implants by a company called Poly Implant Prosthese (PIP) must have them removed.

The ministry says about 30,000 French women have PIP implants, which are not currently approved for use in the United States.

According to a news release from the British Association of Aesthetic Plastic Surgeons, PIP is now defunct. It says the company "used non-medical grade silicone believed by the manufacturers to be made for mattresses."

The French government agency that evaluates the safety of medical products says 523 women have had them removed since a defect was discovered last year.

More than 1,000 implants have ruptured since then, the agency says.

British authorities are advising caution over the implants but are not going as far as the French.

The UK's Medicines and Healthcare products Regulatory Agency said Tuesday it was "aware of the recent report in France of the death of a woman implanted with breast implants from anaplastic large cell lymphoma," which it called "a rare form of cancer which affects cells from the immune system."

It said it would "monitor for any associations of all types of breast implants, including PIP, with cancers and any other health implications."

But it did not advise women with PIP implants to have them taken out, saying more generally that "women with any type of breast implant... who have questions about their breasts or think that their implants may have ruptured, should seek clinical advice from their implanting surgeon."

A committee made up of representatives of several French health agencies was set up December 14 to discuss PIP implants.

Women will only be reimbursed for new implants if they were originally for reconstructive surgery, the Health Ministry said.

The U.S. Food and Drug Administration decided in March 2000 not to approve saline PIP implants in the United States. The company never submitted a marketing application for its silicone implants in the United States, the agency says.

Gingrich fades in Iowa and nationally (Reuters)

DAVENPORT, Iowa (Reuters) ? Former House of Representatives Speaker Newt Gingrich's status as the front runner for the 2012 Republican U.S. presidential nomination is fading after weeks of attacks by rivals and intense media scrutiny of his political record and personality.

Gingrich acknowledged that negative advertisements by political opponents had dented his popularity but suggested he would refrain from launching his own attacks while responding more aggressively to criticism of his record.

"I will be back on a positive basis, I will ... tell you what I stand for and I will answer any question that comes up based on the false and inaccurate advertising of some of my friends," Gingrich told a crowd of about 250 people at a campaign event.

A Public Policy Polling survey of likely participants in the January 3 Iowa caucuses -- the first-in-the-nation Republican nominating contest -- showed the former House speaker dropping to third place from first in the Midwestern state in the span of a week. Congressman Ron Paul of Texas led the new poll, which was released on Monday.

Gingrich's lead also evaporated in national polling as Republican candidates competed for the right to face President Barack Obama, a Democrat, in the November 2012 U.S. presidential election.

"Newt Gingrich's campaign is rapidly imploding and Gingrich has now seen a big drop in his Iowa standing two weeks in a row," Public Policy Polling, which is affiliated with the Democratic Party, said in a statement.

Gingrich earned just 14 percent support in the new Iowa poll compared to 22 percent a week ago and 27 percent two weeks ago.

Paul took over the lead in Iowa with 23 percent in the new polls, an increase of 5 percentage points over the past weeks. Former Massachusetts Governor Mitt Romney, who has been seen as Gingrich's main national rival, was second with 20 percent.

The survey of almost 600 people, taken December 16-18, had a 4 percentage point margin of error.

Another poll, by CNN/ORC International, showed that Gingrich and Romney were tied with 28 percent of support nationally from Republicans and Republican-leaning independents.

An onslaught of television and radio commercials by Gingrich's opponents that paint him as unreliable and a Washington insider has taken a toll.

"It's tough not to feel the effects in millions of dollars in advertising spent against you with no comparable response," said Tim Albrecht, spokesman for Republican Iowa Governor Terry Branstad and a former Romney staffer during Romney's unsuccessful run for the Republican presidential nomination in 2008.

Gingrich acknowledged that criticisms aimed at him by rivals -- omnipresent on Iowa television and radio -- had taken a toll.

"You get enough negative ads before you start answering them, your numbers go down for a while," he told reporters after speaking to a small crowd at Global Security Services, a small business.

'WORLD IS DANGEROUS'

He nevertheless took a swipe at his rival Paul, who has opposed much of U.S. military action abroad, while discussing concerns about North Korea's nuclear capabilities.

"The world is dangerous," he said. "I really stand apart from some of our candidates in believing we need a strong defense."

Gingrich's personal favorability numbers also fell during the past two weeks among Iowa voters polled ahead of the January 3 caucuses, the polling firm said.

Gingrich's front-runner status has prompted attacks from rivals who say he is an unreliable conservative and an influence peddler, particularly because of fees he earned from Freddie Mac, a mortgage giant tied to the economic recession.

"(Gingrich) is taking an unprecedented beating. ... I have just never seen so many negative, substantively negative ads aimed at one candidate from so many different angles," said Cary Covington, a professor of political science at the University of Iowa. "Ron Paul is just eviscerating Newt Gingrich in the ads."

Iowa political operatives said there is still plenty of time for more changes in the two weeks before the caucuses.

"Newt may have peaked at the right time or peaked just a little bit too early," said Will Rogers, one of the members of Gingrich's campaign team who resigned en masse in June amid frustration over how it was being run.

Rogers, who has returned to support Gingrich as a volunteer and is heavily involved with the Republican Party, said polls represent only a snapshot in time and said it seems that many Iowa voters still remain undecided.

Rogers said Paul was benefiting from his strong organization in Iowa, unlike Gingrich who had to scramble to beef up his staff as he rose in the polls.

"You don't know where Iowans truly sit until January 3," Albrecht said. "There's an unprecedented level of uncertainty this late."

"Caucuses always surprise people at the end. One thing caucuses do is defy conventional wisdom. Someone always dramatically outperforms poll numbers and someone under performs."

Gingrich has run an unorthodox campaign, signing books at events and talking about topics ranging from the economy to brain research and lunar mining.

"His campaign has been one of speeches and ideas, not one as organized as the others. And it's been interesting to watch at public forums and speeches that people have gravitated toward him and liked what he's had to say," said John Gilliland of the Iowa Association of Business and Industry.

"But it's hard when you're trying to build infrastructure when you're behind the eight ball," he said.

MOSCOW (AP) ? Rafts carrying people have been spotted off Russia's east coast where a floating oil rig sank in remote, freezing waters, the owner said Monday, but the government would not confirm the report and it was not clear whether there were survivors.

Time appeared to be running out for the scores of oil workers still missing the day after their floating platform was downed in a severe storm. Workers have already pulled out 10 bodies from the Sea of Okhotsk, and there are four more bodies that haven't been retrieved yet, the Emergencies Ministry said.

Of the 67 men aboard, 14 were plucked alive from the icy waters immediately after the accident and taken to a hospital.

Chances of survival are negligible as the water temperature in the area is 1 degree Celsius (33.8 Fahrenheit).

An official at the rig's owner Arktikmorneftegazrazvedka, who asked not to be named because the offshore oil exploration firm is not authorized to comment on the rescue operation, told The Associated Press that rescue vessels have spotted four rafts with people aboard, but it was not clear if they were alive or not. The Emergencies Ministry and military officials would not confirm.

The ministry said there are four vessels, one helicopter and one airplane in the area searching for the missing men. Helicopter shots from the area on NTV television showed nothing floating on the partly ice-bound sea.

Russia produces most of its oil onshore and it hasn't seen any significant oil platform accidents in the past years.

The floating oil rig capsized Sunday morning as it was being towed about 200 kilometers (120 miles) off the coast of Sakhalin Island amid a fierce storm. It started sinking after a strong wave broke some of its equipment and the portholes in the crew's dining room.

One of the survivors, Sergei Grauman, said on Russian state television that the platform's portholes were smashed in a second and the crew had struggled to fix them.

"Everyone rushed to the deck," he told the First Channel station. "It all felt like a movie."

The Kolskaya platform ? 70 meters (226 feet) long and 80 meters (262 feet) wide ? was built in Finland in 1985. It has recently done some work for Russian energy giant Gazprom and was on its way to a port in the Far East when it capsized.

There has been no report of environmental damage, but there is likely to be little because the rig only carried a small amount of fuel.

Russian newspapers on Monday speculated about whether there could have been fewer deaths if the rig's owner had taken more people off the rig before it was moved.

Russian law allows only a "minimal number of crew members" to be aboard the platform while it is being towed and bars any non-crew members or passengers. Reports said that at least 14 people aboard were not crew members.
